Requests for a recount by Team candidates Peter Malouf, Sarah Morgan, who lost by 24 votes in District 6, and Robert Tannous, who lost by 13 votes in District 7, were rejected on Monday by the Court of Quebec.

"The evidence does not show that votes were illegally counted or rejected or that the record of the president of the elections is inaccurate", one can read in the judgments. In both cases, the court ruled that there were "no reasonable grounds to believe that the return drawn up by the returning officer contained some irregularities. "

Regarding an irregularity in the means used by the deputy returning officer during the counting of the votes, as alleged by Sarah Morgan, “there are only subjective reasons without any objective proof that the result of the ballot could have been distorted by the method used by the deputy returning officer, ”explains Judge Sylvain Coutlée in a judgment.

Coming second in Sunday's municipal election, two candidates for Town of Mount Royal councilor — part of the team of mayor-elect Peter Malouf — filed for recount last Thursday.

Team Peter Malouf candidates, Sarah Morgan, who lost by 24 votes in District 6, and Robert Tannous, who lost by 13 votes in District 7, will appear before the Tribunal on Monday, to expose the reasons that lead them to ask for a recount.

"You can't just say 'I want another recount because the results are tight", that's not an argument, "said City Clerk Alexandre Verdy. “On the contrary, you have to have good reason to believe that there was a mistake. "

Or errors? The reasons given by the candidates for these new recounts are multiple, according to what Mr. Verdy reports. We are talking about inconsistencies in the number of postal ballots; inconsistencies with some voters' lists having voted that do not match the number of votes in a ballot box; and even the fact that a scrutineer improperly took out and counted ballot papers from a ballot box.

“The judge may grant the recount requests on Monday. If that's the case, we'll have to go back [to the courthouse] another day to do the recount, ”Verdy said.

Question #4

It is often said that Town of Mount Royal is like a small village and that the garden city offers a good quality of life to its residents. What do you plan to do to maintain this spirit of community that bonds the Townies?

Response from the outgoing counselor, Michelle Setlakwe, leader of party United for TMR - Team Setlakwe.
Town of Mount Royal offers an exceptional quality of life! We must preserve it and enhance the sense of community within our Town. My team and I wish to take many actions in this regard, such as:

- Maintain our bilingual status;
- Improve communication with residents (new website / interactive app);
- Prioritize the construction of the sports and community centre: it will serve as an intergenerational meeting venue;
- Vitalize our downtown area - with the REM and new public place - by investing efforts to become a hub with more shops and restaurants;
- Enhance cultural and unifying activities, while highlighting our rich diversity, in order to strengthen our ties and contribute to a sense of belonging for each of us;
- Ensure our parks serve as meeting areas;
- Enhance community services and opportunities for mutual aid between residents.

Équipe Peter Malouf believes that building the new Sports Center will be a catalyst for community spirit. We also want to restore energy to our town centre, public spaces, shops and restaurants. We envision seasonal public markets, diverse inclusive spaces for young adults to gather and pop-up arts and culture venues. We will celebrate professional artists and authors who live in our community and encourage intergenerational community activities to bring residents out of the pandemic-induced isolation.

Our 'TMR Small Business Community Network' will unify independent home-based entrepreneurs, encourage local shopping, and develop government-subsidized youth employment. Local merchants' associations in conjunction with the Chamber of Commerce will strengthen businesses in the town center and entrances including Rockland, Lucerne, and Beaumont.

We will create a culture of active citizen participation so residents participate in consultation on main issues and community programs to ensure the harmonious future of our Garden City.

Question #3

What concrete measures do you plan to put in place to counter the traffic problems that plague the daily lives of those who use Rockland Road?

Response from the outgoing counselor, Michelle Setlakwe, leader of party United for TMR - Team Setlakwe.
Envisioning the future of the Rockland shopping centre is also an opportunity to improve traffic congestion in this area. Experts will need to pursue their studies in order to find concrete solutions to improve traffic flow. We will work with the various decision making bodies (City of Montreal, MTQ) for their implementation (e.g., new entry and exit points in and around the site).

We are preoccupied with traffic and speed all across the Town, with certain zones being more problematic. REM construction sites, the interruption of trains, the increased popularity of traffic apps and the reduced use of public transport during the pandemic, are all factors contributing to increased traffic.

We will adopt the necessary mitigation measures while following the evolution of such construction sites. Traffic flow analyses will be conducted so as to propose practical and intelligent traffic management systems (e.g., traffic light adjustments to avoid bottlenecks, one-way on certain streets, etc.). Re-examining speed limits and implementing more measures to reduce it are also in our plans. Finally, we plan to promote and enhance active and public transport.

The prolonged REM delay, endless construction projects and traffic being redirected by WAZE into our town has created a traffic crisis on Rockland from Jean-Talon to the autoroute. We will conduct a comprehensive study to measure overall volumes and patterns of time, location and presence of police monitoring.

We will pursue short and long term solutions with adjacent municipalities to redesign the traffic configuration and promote social transport options. Solutions may include synchronization of traffic lights and flashing stop signs.

A new school along Rockland near Pierre Laporte HS, Dunrae and Mohawk Park and thousands of new residences proposed by the Rockland PPU will make traffic much worse. We will pursue alternative locations and restrict urban density in the Rockland center area. Our 20 year Master Urban Plan will require all developers to prepare for traffic consequences and provide traffic plans prior to zoning approval.

Question #2

What is your position on the Royalmount development project, particularly on the residential component?

Response from the outgoing counselor, Michelle Setlakwe, leader of party United for TMR - Team Setlakwe.

Today, based on information currently available, we cannot be in favour of the residential component. Many issues still need to be thought through and negotiated. The requested zoning change would alter the identity of our Town as it would affect the industrial sector - essential to our municipal budgetary balance - and significantly increase the population of our Town. We must ensure a thorough analysis is completed in order to evaluate its impact, whether it be on road traffic, infrastructure and services, or the additional municipal administrative responsibility associated with taking on these new residents, etc.

We would pursue consultations with more details and a complete analysis of the pros and cons would also be presented and discussed with residents. In due time, we would hold a referendum to ensure residents get to weigh-in and be part of the decision making process, due to the magnitude of the proposed development.

We believe that residential housing cannot coexist with industrial manufacturing. For reasons of traffic, pollution and public health, we oppose residential housing in the industrial Royalmount sector. We recognize the value of revitalizing this sector, however, we do not believe that residential housing should be part of this process.

With professional expertise in urban planning, environment, law, government relations and multiple engineering disciplines, we studied the issues from all angles in depth and listened attentively to opinions and the concerns of families, friends and neighbors.

Quality of life issues for residents are fundamentally incompatible with the 24 / 7 operational needs of industry. Businesses require minimal support from the town. However, studies show that they frequently relocate rather than continuously reduce their industrial operations to accommodate the sensitivities of residents. This exodus would result in major losses in tax revenue and employment in the region.

Question #1

After 19 months into the COVID-19 pandemic, in 2021, we have entered an era where it is essential to step up the pace to adapt to climate change. What effective actions will you take quickly, if you are elected?

Response from the outgoing counselor, Michelle Setlakwe, leader of party United for TMR - Team Setlakwe.

I am very sensitive to this fundamental issue as a mother of 3 children, knowing that my actions will profoundly impact future generations. We are noticing it more and more: incidents related to climate change are increasingly severe and frequent, and there is an urgent need for the Town, its citizens and businesses to take decisive action.

TMR Town Council - which I am a part of since 2016 - recently adopted the 2021-2025 sustainable development plan. I am proud to have participated in, and supported this new plan which sets forth an ambitious list of environmental orientations, objectives and actions.

My team and I commit as follows:
- implement this plan and promote additional urban green initiatives;
- review and better manage air, noise and light pollution (e.g. reducing fine particle pollution);
- inform our population and raise awareness regarding the benefits of environmental responsibility.

Climate change requires both personal and municipal commitments. Our 20 Year Urban Plan will include environmental policies for renewable energy in cars and heating systems and promote geothermal energy, green roofs, and LEED certifications in municipal buildings.

The transition to renewable energy can be expensive. We will negotiate for municipal discounts and recommend conversions be done during home renovations or when replacing current systems. We will secure natural gas options throughout the town, prior to requiring that residents convert from oil.

We will encourage local commerce and promote active mobility (bike lanes, Bixi, communauto) to discourage car usage and make climate solutions ‘cool’. To reduce our greenhouse gas emissions, we will improve town-wide traffic flow to minimize idling cars and work with local schools to promote bike transportation.

Our Sports Centre project plan will defend our precious green space and parks and also renew the value of existing resources.

Mayoral candidate Peter Malouf rounds out his team by adding an 8th candidate in District No. 4, Mr. J. Marc Debargis.

Mr. Debargis holds a cum Honoribus bachelor's degree in economics with a specialization in finance, he has worked in the banking sector, the translation industry and business consulting.

An active volunteer in his community, Mr. Debargis promotes citizen participation and encourages young people to get involved in their municipality, with the aim of improving the local social fabric and preparing the next generation of leaders. He was a director and vice-president of the Association municipale de Mont-Royal / Mount Royal Municipal Association for nearly 7 years.

Mr. Debargis will face independent candidate Ivan Makarenkov and candidate Maya Chammas for Unis pour VMR-Équipe Setlakwe.

Équipe Peter Malouf – which will run in the municipal election on November 7, 2021– invites the population to discuss the main issues facing the community at its campaign office on Graham Boulevard.

The Town of Mount Royal is looking for temporary workers, age 16 and older, to fill out electoral positions on October 30 and October 31, 2021 and/or November 7, 2021. Various positions are available, paying anywhere from $200 to $500 per day.

A short mandatory training session will be provided on a weeknight. Being functionally bilingual is required.
